The United States is putting up new trade barriers around one of the most important materials you may never have heard of: polysilicon.
From December, imports of products made from polysilicon will face a 15% tariff, while the US government is also introducing minimum import prices. Polysilicon is an ultra-pure form of silicon used near the beginning of supply chains for both solar panels and semiconductors.
Why intervene? China dominates global polysilicon production, while the US has just two domestic polysilicon factories. American manufacturers have long accused Chinese competitors of benefiting from subsidies and selling solar products at unfairly low prices.
This creates a fascinating economic choice. Protectionism could encourage investment in American factories, create jobs and reduce dependence on overseas suppliers. For strategically important products such as computer chips and energy infrastructure, governments may value security as well as economic efficiency.
However, there is an opportunity cost. Tariffs raise the cost of imports, while minimum prices prevent foreign products being sold below a specified price. Protecting American producers could therefore make solar panels more expensive for American businesses and consumers.
That creates an unusual conflict with sustainability. Solar energy brings benefits to the environment because replacing fossil fuels can reduce carbon emissions. Governments might normally want solar panels to become cheaper and more widely used. Yet the US is deliberately making some imported solar products more expensive to protect domestic production.
The policy also demonstrates interdependence. American semiconductor production is connected to the much larger solar industry because demand from solar manufacturers helps make domestic polysilicon production commercially viable. One market can therefore influence the costs and productive capacity of another.
There is even an interesting question of equity. Domestic manufacturers and their workers could gain from protection, while solar installers and consumers may face higher costs.
The story captures a central problem in economics: scarcity forces choices. The US cannot necessarily maximise cheap solar energy, domestic manufacturing, national security and free trade simultaneously. Government intervention may accelerate structural change towards American production, but potentially at the expense of lower prices and allocative efficiency. Economic well-being is therefore about more than simply choosing the cheapest option — policymakers must decide which benefits and costs matter most.
